What is interesting about the experience of "hemp clubs"
It is worth paying attention to the experience of countries that regulate the possibilities of using the therapeutic properties of the hemp plant within the framework of “hemp clubs”, for example, in Israel, Spain, Belgium. And this must be done in parallel with the procedures necessary to regulate the possibility of individual cultivation, as well as the use of leaves and inflorescences of an absolutely socially safe plant that has significant therapeutic properties for industrial purposes, as well as for individual use.
Information from economically developed countries of the world indicates that in cases where consumers / patients have a legal opportunity to use the therapeutic properties of cannabis as nutraceuticals (food with great therapeutic potential), cosmetics or various types of additives (food, feed, dietary, biologically active), and not drugs, governments are not very responsive to the activity of lobbyists of pharmaceutical companies trying to prove the need to amend the current legislation precisely in the interests of selling their products based on the therapeutic properties of the plant. In this material, I would like to draw the attention of our dear readers and listeners to such a law way of using the therapeutic properties of the hemp plant as “social clubs”.
Spain is one of the best examples of regulating the legal use of the therapeutic properties of cannabis by permitting hemp clubs to operate. Thousands of such communities are spread throughout the country, for example, there are about 200 of them in Barcelona alone, and many of the detailed kind of establishments are similar to the famous “Amsterdam hemp cafes”.
Apparently, including for the above reason, the Spanish government is in no hurry to adopt a regulatory framework regulating the use of pharmacological preparations based on the therapeutic properties of the hemp plant, and this despite the fact that the country allows legal cultivation of medical hemp (all licenses other than one are for export only, and the remaining license is for medical cannabis used exclusively for scientific purposes).
Just like in other EU countries, lobbying groups are trying to regulate the possibilities for the use of pharmacological preparations based on the therapeutic properties of cannabis, in particular, in Spain, the creation of a subcommittee of the country's parliament was initiated to study the policy of economically developed countries in the field of medical cannabis. The main stated purpose of the above mentioned committee is “to analyze the best practices in the regulation of cannabis for medical purposes in the world”. Among other things, the subcommittee will also review the available scientific evidence regarding the medicinal properties of the plant.
