Legalize is not needed for medical cannabis - expert hemp
In addition to the currently prohibited tetrahydrocannabinol, the plant contains more than sixty cannabinoids that are already used for medical purposes. This year we are registering several specially bred varieties of technical hemp medical orientation.
Under the project “On Amendments to Certain Legislative Acts of Ukraine Concerning Ensuring the Fundamental Right of Man to Life” (No. 10313), 103 deputies were signed at once. And the first paragraph of the document is also related to the right to life. After all, it guarantees the right to qualified medical assistance and free choice of a doctor to persons living in uncontrolled territories or in settlements on the contact line.
However, the authors continue to move from substantiating the inalienability of the human right to life to the development of national medical science and the pharmaceutical industry. It turns out that progress in this direction cannot be achieved without making changes to regulate the circulation of cannabis. In addition, scientific studies prove the positive effect of most substances that cannabis contains on the human body, and only one of 121 — tetrahydrocannabinol — can cause a negative psychoactive effect.
Therefore, it is proposed to allow the use of plants with cannabidiol and the minimal amount of THC, and only for medical and scientific purposes. And the circulation of varieties with a high content of THC is prohibited.
Accordingly, the cultivation of "harmless" hemp will be decriminalized and will not require permission. It is enough to report on the volume and purpose of such crops.
“In fact, all the conditions necessary to apply the therapeutic properties of cannabis have already been created, and there is no need to adopt a separate law,” said Alexander Ignatyuk, president of the Association of Ukrainian Technical Hemp, in a comment to the Law and Business publication.
“Hemp is contained in the List of Narcotic Drugs, Psychotropic Substances and Precursors, approved by the Cabinet of Ministers of 06.05.2000 No. 770, according to only one indicator: the content of tetrahydrocannabinol. His plant should not be more than 0.08 percent. All varieties of plants with a lower rate and so are allowed for cultivation for industrial purposes, - he explained. - This indicator in Ukraine is much lower than in developed countries of the world. Therefore, to promote the development of the medical field, we can talk about a revision of the socially safe (allowed for cultivation) amount of THC at the sub-legal level. ”
At the same time, the expert draws attention to the fact that the therapeutic effect is not limited to this substance. “In addition to tetrahydrocannabinol, which is currently banned today, the plant contains more than sixty cannabinoids that are already used for medical purposes.
