Theses of the parliamentary report on the situation in the field of modern cannabis production in France
It is recommended to allow the cultivation, import, export, and use of all parts of the plant for industrial and commercial purposes, including hemp flowers; remove the threshold of 0% tetrahydrocannabinol contained in the finished product. If the above legislative problems are eliminated, it will grow exponentially and in a few years will reach the € 1 billion mark.
On the pages of the specialized electronic edition of Ukrainian cannabis growers, a procedure has already been described, within which French parliamentarians are considering the feasibility of amending the current legislation of the country aimed at regulating the legal use of therapeutically active elements of the plant. Earlier, attention was focused on the fact that in order to develop an effective regulatory framework, as well as to guarantee complete consumer safety in relation to products or other products containing therapeutically active plant elements, a parliamentary commission was created, which at a professional level considers the above issues. Based on the results of consideration of the materials available, the Commission prepared a report in which the following proposals are submitted for public consideration:
- to allow the cultivation, import, export, and use of all parts of the plant for industrial and commercial purposes, including hemp flowers;
- recommends removing the threshold of 0% tetrahydrocannabinol contained in finished products.
According to a number of analytical and consulting agencies, the market for CBD goods in France is already in the order of € 150-200 million.If the above legislative problems are eliminated, it will grow exponentially and will reach € 1 billion in a few years.
Commentary of specialists of the Association "Ukrainian technical hemp"
According to the Syndicat professionnel du chanvre (SPC), there are already about 400 stores in France (twice as many as there were 2 years ago) that sell products containing cannabidiol (food, oils, cosmetics, infusions, electronic cigarettes, etc.). However, the aforementioned wholesalers and retailers, on the one hand, may be subject to legal prosecution at any time, on the other hand, they are not able to obtain local raw materials for sale, since their activities at the moment are contrary to the legislation in force in the country. In particular, the use of the leaves and flowers of the hemp plant is prohibited in France under the Drugs Decree 1990. Unlike several European countries, France only permits the cultivation and sale of hemp fibers and seeds if they contain less than 0.2% THC.
The lack of regulation of the possibility of legal use of leaves and inflorescences of cannabis flowers with powerful therapeutic effect in France reminds the development of a similar situation in Ukraine. Despite the similarity, there is a fundamental difference that allows you to legally grow and use the flowers and leaves of technical hemp for therapeutic purposes already registered in the state register of plant varieties suitable for distribution in Ukraine. The mechanisms of legal cultivation, as well as the use of therapeutic varieties of technical hemp will be explained to students of the 6th course of the " Hemp University " in the framework of the round table " Problems and prospects of using therapeutically active elements of hemp as a basis for nutraceuticals, medicinal cosmetics, animal feed or other products with medicinal properties of the plant ".
