In the hospital Timone (Timone, Marseille) in 2019, a study of the effect of legal therapeutic cannabis on patients with Parkinson's disease will be conducted. Such experiments will be conducted as part of a research program funded by the Center of Excellence for Neurodegenerative Diseases and Aging (center d'excellence Dhune) and the French Association of Patients with Parkinson's Disease (l'association France-Parkinson). The experiments are planned to be carried out in conjunction with the National Center for Scientific Research of France (Center National de la Recherche Scientifique, CNRS), the Institute of Neurobiology, based on the department of neurology and pathology at the Hospital La Timone.
To conduct the planned program of experiments will be recruited 30 volunteers suffering from Parkinson's disease. Research will continue throughout the year. During the experiments, hemp will be used, which has a therapeutic effect, which should have a positive effect on the treatment of the above neurodegenerative disease.
For the medical personnel participating in the experiment, the first step will be “the study of the active ingredients of the plant (THC and CBD) in order to find the optimal combination of cannabinoids necessary for treatment”. The second step will be to test the effect of the treatment mechanism on movement disorders, anxiety and depression associated with the different stages of the Parkinson's disease.
The study protocol must be approved by the National Agency for Safety, Occupational Health and Sanitation (Agence Nationale de Sécurité du Medicament et des Produits de Santé, ANSM). In turn, the correctness of the protocol should be confirmed by research conducted in the hospital Timone.
Until recently, French patients who wanted to use the therapeutic properties of cannabis for treatment had to provide themselves either in the illicit market or go abroad, where such procedures are allowed.
In December, the ANSM leadership proposed to conduct an experiment with medical cannabis in France until the end of 2019. The agency proposes using cannabis for “patients in certain clinical situations and in case of insufficient relief in the course of traditional treatment, either poor tolerance of drugs or unavailability of other therapies”.

On February 13, the European Parliament adopted a resolution providing an opportunity to use the therapeutic properties of cannabis for medical purposes. In mid-February 2019, cannabis farmers, together with French doctors, addressed an open letter to government structures expressing regret for the too complicated and complicated legislation governing the use of the therapeutic properties of cannabis. Currently, French legislation does not distinguish between recreational cannabis containing a significant amount of THC and therapeutic varieties that contain a socially safe amount of tetrahydrocannabinol, but which contain a large number of drug-free cannabinoids, primarily cannabidiol.
On the one hand, in France (until recently the third largest producer of cannabis in the world after China and Canada), the industrial and commercial use of the plant is strictly regulated. You can only use seeds and straw / trust, but not leaves and inflorescences that contain significant amounts of cannabinoids. On the other hand, all-European rules permit the sale of cannabis using all the components of the plant. A total of 21 countries in the EU currently allow the use of the therapeutic properties of cannabis for medical purposes.
