In Germany, considered a draft law regulating the use of medical cannabis

Amendments to the current version of the federal law on the regulation of the German narcotic substances would allow the German doctors without any legal obstacles to advise their patients to treatment with cannabis, which now will be sold legally in specialized pharmacies.

According to the same amendment, users of the new system of distribution of medical cannabis will be able to recuperate their money on drugs, through a system of insurance that will cover the needs of the seriously and chronically ill customers. The participants of the new program will only need co-operation in the Ministry of Health conducted a study of efficiency and functionality of the new system for the study of which had its participants will gather data on the use of psychoactive hemp and its effectiveness in the treatment, at least until the beginning of 2019. Federal Institute for the Study of Drug and Medical Technology

After the adoption of the draft law proposed by the Ministry of profile, living in Germany for patients in need of medical use of cannabis will no longer be necessary to require the Federal Institute for the Study of Drug and Medical Technology of special permits for the import and use of drugs based on cannabis. This system ceased to exist October 1, 2015, before giving the inhabitants of Germany, access to cannabis medicines on conditions that their consumption will be paid solely out of his pocket the end user, without any support from the state.

Now, at the Institute will be organized by a new body, which will be entrusted with the regulation created hemp market, according to the rules and restrictions described in the UN Convention regarding the medical use of banned substances. For the full committee will be responsible for the cultivation, processing and sale of medical cannabis, as well as ensuring the market of certain standards of quality and safety of products produced from the plant. He will determine the price of medical cannabis on the shelves of German pharmacies, as well as to regulate their business activity.

Without cultivation for personal use

The law is categorical in relation to the ban on the cultivation of psychoactive hemp private consumers themselves, completely banning any alternative to the official retail sales channels of medical cannabis.

"The cultivation of cannabis by consumers at home will remain strictly prohibited without any reservations because of reasons related to the speed control of the plant, as well as in connection with the features of the device of the health system."

The bill is under consideration, which means that before the deadline, scheduled for February 5, 2016, it can still be amended by the parties concerned. The German government welcomes comments and suggestions from activists and consumers, including the local branch of the international organization representing the interests of consumers of cannabis and medical drugs based on cannabinoids.
