Let us learn from the mistakes of others
One of the Japanese prefectures on Monday agreed to a total ban on the cultivation of hemp in its territory, including technical, previously used in the area exclusively for industrial purposes.
Such decision of the management of one of the administrative-territorial units "of the country of the rising sun" was made on the basis of investigation conducted with October 2016. The proceedings were initiated as a result of the arrest of the head and two employees of the company, specializing in the processing of industrial hemp, which are actually engaged in the storage and distribution of marijuana.
In Japan, this is the first case when workers licensed by the state for processing hemp beznarkoticheskoy company were arrested on charges of violating the drug control law.
The company in the city of Chizu (Chizu) from the prefecture received a license for processing beznarkoticheskoy hemp for industrial purposes. In the course of obtaining permits employees to work exclusively with the declared malonarkotichekoy hemp. The municipal authorities of the city developed a special program to facilitate hemp companies doing business in the territory under their control. In particular, it was planned to facilitate obtaining permits to firms that intended to open in the city of trade in food products from hemp raw materials and products made from hemp fiber. Instead Prefecture members unanimously decided to ban the issuing of licenses to any company occupies konoplevodstvom to carry out any activity related to the cultivation, processing or sale of any products made from hemp.

Comment of the Association "Ukrainian industrial hemp"
The only positive aspect of this story is that the Japanese prefecture decision to ban any activities associated with konoplevodstvom in the region is to be in effect for 2017.
It should be noted that for the entire period of the profile association Ukrainian growers encountered many situations (including threatens criminal prosecution) that could either prevent or solve to the satisfaction of all parties to conflict (including the state). During 2012-2013,. Law enforcement bodies of Ukraine were trying to "scare" the return of the protection of industrial hemp crops industrial fields or the introduction of absurd administrative barriers to develop national konoplevodstvu. However, the trend of the legal regulation of the activities related to the national konoplevodstvom develops in the opposite direction. Despite the opposition of certain state structures, the legal framework associated with the cultivation, processing and sales of cannabis simplified annually. Industry is rapidly growing and developing, thereby "significantly straining the" number of partners and competitors of the industrialized countries as well as representatives of the national criminals. Let's stick to most of the current legislation to ensure that in Ukraine, did not have this kind of occasions, making it possible to change the trend of working with government agencies to facilitate the work of the national growers to prevent the introduction of various administrative barriers to the development of the industry.
