Expert discussion on the draft Law of Ukraine "On Amendments to the Law of Ukraine" On narcotic drugs, psychotropic substances and precursors "(photo)
21/12/2015 at the State Service of Ukraine on Drug Control held an expert discussion of the draft Law of Ukraine "On Amendments to the Law of Ukraine" On narcotic drugs, psychotropic substances and precursors "(concerning the order of trafficking controlled substances) (registration number 1801 of 07/14/2015 ).
Participation in the event was attended by leading experts, scientists, representatives of public organizations and central executive bodies.
The participants highly appreciated the event developed by people's deputy of Ukraine Ivan Lapin, together with SDCS Ukraine the draft law. At the same time, the emphasis was on the need to make amendments in the corresponding draft to take account of it in public use in medicinal products, establishing high-tech production systems and integrated development of the scientific potential of the country.
Thus, the current state of the drug policy does not take into account the existing requirements for drugs produced with raw materials of drugs.
Registered in cancer health care facilities are more than 910 000 patients with malignant tumors and is 160,000 new cases annually.
According to national and international experts in Ukraine every year at least 500 000 people in need of palliative care, in particular, it is the adults and children in the terminal stages of cancer and cardiovascular diseases, AIDS and tuberculosis, patients with severe traumatic and degenerative lesions of the brain and spinal cord , peripheral nervous system and the musculoskeletal system, the disabled and the elderly, and the like.
The study of the situation in the world to ensure the painkillers, which was conducted by the International Committee of the UN drug control, has put Ukraine on 41 place in Europe and in the world - 122 place.
In the state there is a need to bring Ukrainian legislation in the sphere of legal circulation of narcotic drugs, psychotropic substances and precursors with international standards in ensuring its own raw materials needed for research; production and manufacture of drugs, and as a result - providing medicines in patients who need them.
Thus, when the regulatory framework existing in Ukraine, scientific and expert institutions branched system greatly limits the holding of scientific activity to narcotic drugs, psychotropic substances and precursors (not included in the Law of Ukraine "On narcotic drugs, psychotropic substances and precursors" the possibility of academic institutions to carry out cultivation narcotic plants, as well as the production of drugs and substances in table I of the List of narcotic drugs, psychotropic substances and precursors, approved by the Cabinet of Ministers of Ukraine from 06.05.2000 number 770).
This situation is a limiting factor in the development of scientific potential of the country, industry and economic growth in general and threatens the loss of existing achievements. For example, there is the threat of losing the seminal collection of Cannabis Research Station of the Institute of Bast Crops north-east of the National Academy of Agrarian Sciences of Ukraine, as well as the narrowing of the selection work.
In addition, today operates a system by which the raw material for the production of anesthetic drugs and the production of drugs from poppy and hemp narcotic plants is prohibited in Ukraine. In particular, smoking implement corresponding processing plants, including for beznarkoticheskih substances used for the production of medicines.
The cultivation of poppy and cannabis is permitted only for industrial purposes to produce seeds and fibers, and all the "extra" the crop, which could be recycled to obtain painkillers and drugs destroyed.
In such a situation, every year pharmaceutical companies purchase abroad raw materials for the production of painkillers, and medicines derived from cannabis plants in Ukraine generally prohibited, although in the world they are used for the treatment of cancer, cardiovascular and neurological diseases, HIV / AIDS and the like.
This situation puts Ukraine in a constant dependence on the states of the world, realizing raw materials, reduces the availability of quality medicines and painkillers for the population and creates obstacles to the development of high-tech areas of the pharmaceutical industry, medicine and research activities, which in turn is a threat to national security, particularly in the conditions of the antiterrorist operation.
State control over the turnover in Ukraine of narcotic drugs, psychotropic substances and precursors based on the requirements of the Single Convention on Narcotic Drugs of 1961, the Convention on Psychotropic Substances of 1971, the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988, which allow scientific and medical purposes to carry out the cultivation of narcotic plants and the production and manufacture of narcotic substances subject to certain relevant conventions conditions, as well as acts of legislation of Ukraine, in particular, the laws of Ukraine "On narcotic drugs, psychotropic substances and precursors" and "On measures to combat illicit trafficking in narcotic drugs, psychotropic substances and precursors, and abuse. "
As a result of discussions on the draft Law of Ukraine decided to recommend to the People's Deputy of Ukraine Ivan Lapin supplement the draft regulations that will create the legal basis for the development of health systems, pharmaceutical and scientific potential of the country.
