How the Italian government plans to support cannabis in 2022

Italian hemp growers can receive up to $300 per hectare of cultivated industrial hemp through the 2022 Selected Agricultural Sector Financing Program. In addition to subsidies for sowing, funding will be used to support research in the field of studying the properties of new cannabinoids, controlling the amount of tetrahydrocannabinol, mechanization, as well as upgrading primary processing facilities.

Either the government officials of the Apennine Peninsula were imbued with the problems of modern Italian hemp growing (which is unlikely), or the work of specialized associations makes itself felt in the form of the provision of financial resources by the state for the development of various segments of the industry. In our country, it is necessary to work to ensure that at the level of relevant ministries and departments the issue of forming various measures of state support for the industry, including the allocation of financial resources for the implementation of strategically necessary projects for modern hemp growing in Ukraine, is regularly raised.

Italian hemp growers can receive up to $300 per hectare of cultivated industrial hemp through the 2022 Selected Agricultural Sector Financing Program. According to Giuseppe Lapatti, a member of the country's parliament, who sits on a committee dealing with agriculture, "The government has allocated €3 million of public funds for cannabis production in Italy, out of a total of €10 million intended to promote the development of 'small supply chains'."

The allocation of financial resources for the modern cannabis sector in Italy, including for various kinds of research, as well as grants to companies investing in the post-harvest stages of production (drying, cleaning, pressing, packaging, etc.). One of the main criteria for granting "hemp grants" is compliance with the quality standards that apply to hemp grain, as well as products made on the backbone of the nutritional properties of seeds.

“Funding for modern cannabis production in Italy is maintained, because we strongly believe in the prospects of this agricultural segment of the country. The hemp plant has thousands of possibilities for use in various segments of modern management - industry, pharmacy, construction and food industries. The allocation of financial resources by the government to support the industry is one example of how the state will create favorable conditions for the development of various sectors of cultivation, processing, as well as sales of the most highly profitable agricultural crop,” Mr. Lapatti states.

According to the available information, representatives of various government agencies of Italy agreed on the criteria, and also developed recommendations for financing the program of financing certain sectors of agriculture (including industrial hemp growing), which are submitted to the Ministry of Economy and Finance for further payments. Employees of the above ministry already in 2022 assured the media that funding would be used to support research in the field of studying the properties of new cannabinoids, controlling the amount of tetrahydrocannabinol, mechanization, as well as upgrading primary processing facilities.

The public funds were allocated in accordance with a decree signed by the Minister of Agriculture, Food and Forestry Policy, Stefano Patuanelli, which established the criteria for the distribution of € 10 million - for the "protection and revitalization" of the hemp industry (€ 3 million), beekeeping (€ 500 thousand), brewing (€3.5 million) and growing nuts (€3 million).

Unfortunately, in our country, at the level of specialized state structures, the question of any measures to support modern hemp growing is not even raised. Officials of various state institutions, in addition to declarations about the need to support the industry, are not ready or not interested in considering the issue of both developing support measures for the entire industry and assistance in the development of individual innovative projects/enterprises.
