What cannabinoids are allowed to use in cosmetic products manufactured in the EU
To create cosmetic preparations, national cosmetologists propose using officially registered and grown leaves in Ukraine , and therapeutic hemp inflorescences that have significant therapeutic properties according to technologies that exclude the extraction procedure . However, the production of such cosmetics, which are in demand both in the domestic and international markets, is not yet possible, due to the lack of an appropriatedepartmental regulatory framework .
In April 2019, the Directorate General for Domestic Market , Industry, Entrepreneurship, Small and Medium Enterprises (DG GROW) changed the CosIng catalog to include exclusively synthetic cannabidiol (CBD) as an ingredient approved for use in the formulations of EU-made cosmetics . Such actions caused a storm of indignation on the part of European entrepreneurs working in the field of modern hemp breedingas well as the general public. In particular, a huge number of appeals to the European Commission indicated that synthetic CBD is not only an extremely expensive ingredient, but in a number of cases it can lead to undesirable consequences for the human body. In addition, the production of synthetic CBD in itself is a source of hazardous waste production, requiring huge funds and efforts for their disposal. It was emphasized that it was cannabidiol obtained not from synthetic but from plant materials that possesses significant therapeutic properties and should be included in the CosIng catalog .
DG GROW officials only partially heeded the opinion of the public and hemp entrepreneurs of the European Union and in November 2019 made changes to the CosIng database on the basis that “cannabinoids are extracted from any part of the plant, but hemp flowers are considered a legitimate ingredient for the production of www.hempmarket .org.ua cosmetic products . "
The following ingredients of hemp plant are included in the CosIng database as permitted :
- extract obtained from technical hemp leaves;


- extract obtained from leaves and stems of industrial hemp;

- hemp plant sprouts


For a number of factors (including due to the position of a significant number of European hemp breeders and public organizations of several EU countries at once ), pure cannabidiol of plant origin is considered a prohibited substance for use in cosmetic preparations .


It is possible only in the medium term to consider the possibility of using CBD of plant origin in cosmetic preparations .

At the same time, sellers of cosmetic preparations containing plant cannabinoids obtained during the extraction of leaves or leaves and stems of industrial hemp risk being caught in criminal proceedings, since the probability of the presence of a trace amount of tetrahydrocannabinol trapped in the cosmetic composition is extremely high.
