Enrique Nieto Penh last week announced to the press that he decided to adopt a law on the federal medical cannabis legalization in Mexico. In addition, it also intends to further expand the decriminalization in respect of recreational use of psychoactive hemp, raising the limit to the storage of soluble amounts of from 5 to 28 grams. Mexican President promised the citizens will soon carry out a large-scale amnesty for people imprisoned upon storage of small amounts of cannabis.

The bill containing the president's proposals must first be brought before the Mexican Senate, before it can enter into force. This development was somewhat surprising for the Mexicans themselves, as Mr. Nieto is a longtime skeptic of medical consumption of psychoactive cannabis, not to mention the fact that he still does not approve of its recreational consumption.

Initially, Mr. President announced the public its willingness to carry out reforms hemp earlier in the week, during his late visit to the UN conference on the reform of the international conventions relating to the distribution of narcotic substances, which ended 21st in New York.

Although originally for a petition to hold a special UN summit paid the previous administration of the country, with the support of Guatemala and the Governments of Colombia, Mr. Nieto, who was never a supporter of reforms in relation to the consumption of cannabis, initially wanted to skip the conference. As a result, he decided to attend the summit, under the pressure of his people, severely criticized the president for taking them hesitant to appear before the world community with a report on the collapse of the criminalization of politics in Mexico. It is worth noting that due to a strict policy of criminalization and armed struggle against the cartels in the country for the past 10 years a bloody warrior between the security forces and fighters of the drug lords. According to estimates of analysts, these hostilities, comparable with the terms of the civil war, officially claimed the lives of at least 100 thousand citizens of the country, not to mention the unaccounted and missing victim.

Medical cannabis fell within the scope of the discussion of the Mexican news in the middle of last summer, when the Supreme Court of the country has allowed parents to 8 year old girl Graciela Elizady use hemp oil for its treatment of a rare disease, Lennox-Gastaut syndrome, causes the girl to hundreds of seizures a day.

Then, in November, the issue of legalization of this time has recreational cannabis was raised for public debate, after the Supreme Court allowed a group of four persons lawfully engaged in the cultivation of psychoactive hemp for personal consumption.

In response to this decision of the court President Nieto told the public that he personally strongly against the legalization of recreational cannabis, but, respecting the will of the Mexicans, he agreed to organize a nationwide series of referenda, to discuss the need for medical and recreational psychoactive cannabis legalization. Promulgated last Monday the data collected in a survey of ordinary citizens, gave a clear administration of the country to understand that the people of Mexico, as well as medical and scientific experts support the legalization of medical cannabis and its decriminalization for personal use.

Even at the end of last year, Mexicans are very skeptical about the medical legalization, but just a few months, public opinion shifted from uncertainty to the strong support for the legalization of medical. More specifically, the results of referendums clearly demonstrate that about 64% of those polled supported the legalization of cannabis for its use in medicine. At the same time, 71% of the number of these same respondents categorically spoke against full legalization of recreational psychoactive hemp.

Most likely, the president decided to go against his previous statements after his refusal to attend the conference at the United Nations undermined his already low rating among voters.

Analyst of the Ministry of Public Security, Jorge Kawase, praised the president for his decision to reform, in particular due to the fact that decriminalization would help a large number of young people out of jail and, accordingly, the criminal career. At the same time, he noted that this reform can bring the country the problem in the future, because it is not doing anything against the illegal suppliers of cannabis. He also believes that the president has decided to limit the legalization and decriminalization of personal use in the form of a compromise with the electorate, as well as to create a positive image in the media.
